Hong Kong private cars are required to complete all the formalities as required by the three governments before driving to the HZMB.
Similar to arrangements at other land boundary crossings, private cars which have been allocated with quotas for travelling between Guangdong and Hong Kong via the Hong Kong-Zhuhai-Macao Bridge (HZMB) must first obtain the Mainland Approval Notices issued by the Guangdong Public Security Department and Closed Road Permit (CRP) issued by the Transport Department (TD) and complete other formalities in the Mainland before travelling between Guangdong and Hong Kong.

"Northbound Travel for Hong Kong Vehicles" (the Scheme) allows eligible Hong Kong private cars to travel between Hong Kong and Guangdong via the HZMB without the need to obtain regular quotas, which would facilitate Hong Kong residents to drive to Guangdong for business, visiting families or sight-seeing on a short-term basis and could make good use of the HZMB and promoting development of the Guangdong-Hong Kong-Macao Greater Bay Area.
The Scheme only accepts online application. Applicants are required to submit application, together with relevant supporting documents, to the thematic website of the Scheme and the application will be jointly assessed by the governments of Guangdong and Hong Kong. The TD will conduct preliminary vetting based on submitted information and the Mainland authorities will also process the applications. Applicants may be required by the Mainland authorities to conduct vehicle inspection and upload qualified Traffic Accident Liability Insurance for Motor Vehicles. The Mainland authorities and TD would issue the electronic vehicle licence and the CRP to the applicants respectively. Applicants can then reserve the specified date and time via the thematic website of the Scheme for travelling to Guangdong Province via the HZMB.

Hong Kong private cars allocated with regular quotas are permitted to make multiple access to the city of Macao via the HZMB during the quota validity period. The quotas are valid for no more than three years and they would be re-allocated by the TD upon expiry through open application.
Designated drivers, with Hong Kong Full Driving Licence, may stay and drive the designated vehicle in Macao for 14 days, while registration with the Macao Public Security Police Force is required for exceeding 14 days for free. For vehicle licence, Hong Kong private cars are not required to display the Macao vehicle number plate and are only required to display the Permit and the Electronic Label issued by the Macao Customs Service (fee at MOP 100), complete the filing records formalities as required by the Mainland government authorities and obtain the electronic temporary vehicle and driving licences issued by the Mainland government authorities. Simple and convenient in nature, such requirements comply with the Laws and regulations of the three Governments.

Eligible Hong Kong private car owners may go to Macao via the HZMB and park their private cars at the East Car Park of the HZMB Frontier Post at Macau Port for a short stay without any quota requirement. The private car owners only need to obtain the requisite vehicle licences and permits from the Hong Kong Government, complete the filing records with the Mainland Government and take out the Macao and the Mainland vehicle insurances as required by their respective laws (reservation of a car parking space before entering the East Car Park is required when the real-time remaining parking spaces in the East Car Park are less than 600). Drivers and passengers of the private cars should park their cars at the East Car Park and complete the clearance procedures before interchanging with public transport to travel to the city of Macao.
